They came in their suits with their paperwork and steamrollered through. In the end they won, partly through bribery and partly through leverage. They finally took consultation seriously but they used it cynically. They blinded people with science, snowed us with technical data and heavy-weight, suited experts. -- We were being bribed in order that other LEAs could also be subject to PFI schemes; they were prepared truly to throw money at Haringey schools in order to win.
